ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល ប្រធានកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន អញ្ជើញចូលរួមពិធីបើកកិច្ចប្រជុំរដ្ឋមន្ដ្រីដឹកជញ្ជូនអាស៊ានលើកទី២៧ និងកិច្ចប្រជុំពាក់ព័ន្ធ តាមប្រព័ន្ធវីដេអូពីចម្ងាយ ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា ថ្ងៃព្រហស្បតិ៍ ៧កើត ខែកត្តិក ឆ្នាំឆ្លូវ ត្រីស័ក ព.ស.២៥៦៥ ត្រូវនឹងថ្ងៃទី១១ ខែវិច្ឆិកា ឆ្នាំ២០២១ រាជធានីភ្នំពេញ ព្រះរាជាណាចក្រកម្ពុជា៖ ឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល រដ្ឋមន្ត្រីក្រសួង សាធារណការ និងដឹកជញ្ជូន នៃព្រះរាជាណាចក្រកម្ពុជា និងជាប្រធានកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន បានអញ្ជើញដឹកនាំកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ានលើកទី២៧ តាមរយៈប្រព័ន្ធវីដេអូពីចម្ងាយដែល កម្ពុជាធ្វើជាម្ចាស់ផ្ទះនៅថ្ងៃទី១១ និង១២ ខែវិច្ឆិកា ឆ្នាំ២០២១។ កិច្ចប្រជុំនេះមានការអញ្ជើញចូលរួមពី ឯកឧត្តមBUDI KARYA SUMADI រដ្ឋមន្ត្រីក្រសួងដឹកជញ្ជូននៃសាធារណៈរដ្ឋឥណ្ឌូនេស៊ី និងជា អនុប្រធាននៃកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ានលើកទី២៧ ឯកឧត្តមរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន និង ឯកឧត្តមDATO LIM JOCK HOI អគ្គលេខាធិការអាស៊ាន។ ថ្លែងក្នុងសុន្ទរកថាស្វាគមន៍ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ថា៖ ការរាតត្បាតនៃមេរោគកូវីដ-១៩ បានបង្កការភ្ញាក់ផ្អើលដល់ពិភពលោក ធ្វើឱ្យប៉ះពាល់ដល់វិស័យឧស្សាហកម្ម គ្រប់វិស័យ គ្រប់ទិដ្ឋភាពនៃជីវិត ខាតបង់ផ្នែកសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុយ៉ាងធ្ងន់ធ្ងរមិនធ្លាប់កើតមាននាពេលកន្លងមក និងធ្វើឱ្យ អនាគតឋិតក្នុងភាពមិនច្បាស់លាស់។ ឧស្សាហកម្មអាកាសចរណ៍ និងទេសចរណ៍បានទទួលរងផល ផលប៉ះពាល់យ៉ាងធ្ងន់ធ្ងរបំផុត ដូចដែលស្ថិតិពីអង្គការអាកាសចរណ៍ស៊ីវិលអន្តរជាតិ(ICAO) បានបង្ហាញ ថា៖ ការធ្វើចរាចរណ៍របស់អ្នកដំណើរពិភពលោកបានធ្លាក់ចុះចំនួន៥៣,១% ក្នុងខែកក្កដា ឆ្នាំ២០២១ ធៀបនឹងខែកក្កដា ឆ្នាំ២០១៩ ប្រាក់ចំណូលអាកាសយានដ្ឋាននឹងទទួលរងការខាតបង់ច្រើនជាង១០៨ ពាន់លានដុល្លារនៅចុងឆ្នាំ២០២១ និងប្រាក់ចំណូលអ្នកធ្វើដំណើរក្នុងមួយគីឡូម៉ែត្ររបស់ក្រុមហ៊ុន អាកាសចរណ៍បានធ្លាក់ចុះ៤៦,៥% នៅក្នុងខែកក្កដា ឆ្នាំ២០២១ ធៀបនឹងខែកក្កដា ឆ្នាំ២០១៩។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានបន្ថែមថា៖ ដោយសារយុទ្ធនាការចាក់វ៉ាក់សាំងបង្កាមេរោគជំងឺកូវីដ-១៩ សេដ្ឋ កិច្ចពិភពលោកកំពុងចាប់ផ្តើមងើបឡើងវិញបន្តិចម្តងៗពីជំងឺរាតត្បាត ហើយប្រទេសសមាជិកអាស៊ាន មួយចំនួនបានបើកសេដ្ឋកិច្ច និងសង្គមរបស់ខ្លួនឡើងវិញជាបណ្តើរៗ ជាមួយនឹងវិធានការធម្មតាថ្មីដែល ត្រូវបានអនុវត្តយ៉ាងតឹងរ៉ឹង។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានលើកឡើងផងដែរថា៖ កិច្ចសន្ទនាអាស៊ាន និងដៃគូអភិវឌ្ឍន៍អាស៊ាន បន្ត ដើរតួនាទីកាន់តែសំខាន់ក្នុងការគាំទ្ររបៀបវារៈនៃការដឹកជញ្ជូនរបស់យើង តាមរយៈកម្មវិធីកិច្ចសហ ប្រតិបត្តិការ និងគំនិតផ្តួចផ្តើមនានា ជាពិសេសបន្ទាប់ពីវិបត្តិជំងឺកូវីដ-១៩។ ដូច្នេះភាពជាដៃគូដ៏រឹងមាំ និងប្រកបដោយនិរន្តរភាពជាមួយដៃគូសន្ទនា និងដៃគូអភិវឌ្ឍន៍ ត្រូវតែពង្រឹង និងពង្រីក ដើម្បីដោះស្រាយ បញ្ហាប្រឈមថ្មីៗដែលអាចកើតមាននាពេលអនាគត។ ជាងនេះទៅទៀត ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានជម្រាបជូនអង្គប្រជុំថា៖ កិច្ចប្រជុំអាស៊ានមានបញ្ហាប្រឈម ជាច្រើនដែលត្រូវពិភាក្សា និងអនុម័ត ហើយជឿជាក់យ៉ាងមុតមាំថា៖ កិច្ចប្រជុំនេះនឹងនាំមកនូវការពិភាក្សា ប្រកបដោយជោគជ័យ និងទទួលបានលទ្ធផលផ្លែផ្កាជាវិជ្ជមាន។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានថ្លែងអំណរ គុណ និងការកោតសរសើរយ៉ាងជ្រាលជ្រៅដល់ក្រុមការងារលេខាធិការដ្ឋានអាស៊ាន និងក្រុមការងារខាង ភាគីកម្ពុជាដែលបានផ្តល់ការគាំទ្រឥតឈប់ឈរ និងឆ្លើយតបបានទាន់ពេលវេលាក្នុងការធ្វើឱ្យកិច្ចប្រជុំ រដ្ឋមន្ត្រីដឹកជញ្ជូនលើកទី២៧នេះទទួលបានជោគជ័យ។ H.E. Senior Minister Sun Chanthol, Chairman of the ASEAN Transport Ministers attended the Opening Session of the 27th ASEAN Transport Ministers Meeting and Associated Meetings via Video Conference, presided over by Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia On November 11, 2021, in Phnom Penh, Kingdom Cambodia, H.E. Sun Chanthol, Senior Minister, Minister of Public Works and Transport of the Kingdom of Cambodia and in his capacity as Chairman of the ASEAN Transport Ministers, chaired the 27th ASEAN Transport Ministers Meeting via video conference, hosted by Cambodia on November 11th and 12th, 2021. The Meeting included the participation of Excellency BUDI KARYA SUMADI, Minister of Transportation of the Republic of Indonesia and Vice-Chair of the 27th ASEAN Transport Ministers Meeting, Excellencies ASEAN Transport Ministers, and Excellency DATO LIM JOCK HOI, Secretary General of ASEAN. In his welcome remarks, H.E. Senior Minister, highlighted that the pandemic of COVID-19 has taken the world by surprise with unprecedented scales of impact to all industries, all sectors and all aspects of lives with devastating economic and financial losses and significant uncertainties. The aviation and tourism industries have been the hardest hit by the pandemic which have been tangibly proven by statistics from the International Civil Aviation Organization (ICAO) in the following: world passenger traffic fell by 53.1% in July 2021 compared with July 2019, Airport revenue will suffer the loss of more than $108 billion by the end of 2021, and airlines passenger per kilometer revenue declined 46.5% in July 2021 compared with July 2019. He added that thanks to the rollout of coronavirus vaccines, the global economy is slowly starting to emerge from the pandemic and that some ASEAN Member States have gradually re-opened their economies and societies with new normal measures strictly enforced. The Senior Minister also mentioned that ASEAN Dialogue and Development Partners continue to play an even more important role in supporting our transport agenda through relevant cooperation programs and initiatives, especially in the post-Covid 19 era and beyond. Therefore, strong and sustainable partnerships with Dialogue and Development Partners must be strengthened and broaden in order to address any new issues and challenges that may happened in the future. Moreover, he briefed the meeting that the ASEAN meeting has a lot of issues and challenges to discuss and endorse and strongly believes that this meeting will result in successful discussion and achieve positive results. He expressed his sincere thanks and appreciation to the ASEAN Secretariat and Cambodia teams for their relentless support and timely response in making this 27th ATM a success.
