This section of National Road No. 23 is 19.83 kilometers long, starting at kilometer 34+400 (from the base of Koh Thom Bridge) located in Chroy Takeo Commune, passing through Leuk Dek Commune in Koh Thom District, and extending to Peam Reang Commune in Leuk Dek District (connecting to National Road No. 14) at kilometer 54+233 within Kandal Province. The road has a width of 11 meters and is constructed as an asphalt concrete (AC) road with a thickness of 8 centimeters. It includes lanes for cars and motorcycles with two-way traffic. The project also includes the construction of three bridges with a total length of 116.40 meters, installation of 48 cross-road culverts of various types, and 8 longitudinal drainage culverts along the road with a total length of 2,342 meters. Additionally, 80 LED solar streetlights have been installed, along with road signs, pavement markings, kilometer markers, and safety posts in accordance with road engineering standards. Furthermore, the project includes the construction of one roundabout at the intersection near the descent from Koh Thom Bridge to facilitate and improve safe traffic flow.
