កិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ានលើកទី២៧(ATM) ជាមួយក្រុមប្រឹក្សាធុរកិច្ចអាស៊ាន-សហរដ្ឋអាមេរិក (US-ABC) ត្រូវបានដឹកនាំដោយឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល ប្រធានកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូន អាស៊ាន តាមរយៈ ប្រព័ន្ធវីដេអូពីចម្ងាយ ថ្ងៃព្រហស្បតិ៍ ៧កើត ខែកត្តិក ឆ្នាំឆ្លូវ ត្រីស័ក ព.ស.២៥៦៥ ត្រូវនឹងថ្ងៃទី១១ ខែវិច្ឆិកា ឆ្នាំ២០២១ រាជធានី ភ្នំពេញ ព្រះរាជាណាចក្រកម្ពុជា៖ ឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល រដ្ឋមន្ត្រីក្រសួងសាធារណការ និង ដឹកជញ្ជូននៃព្រះរាជាណាចក្រកម្ពុជា និងជាប្រធានកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន បានអញ្ជើញ ដឹកនាំកិច្ចប្រជុំរដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ានលើកទី២៧ ជាមួយក្រុមប្រឹក្សាធុរកិច្ចអាស៊ាន-សហរដ្ឋអាមេរិក (US-ABC) តាមរយៈប្រព័ន្ធវីដេអូពីចម្ងាយ ដោយមានការអញ្ជើញចូលរួមពីឯកឧត្តមឯកអគ្គរដ្ឋទូត Michael W. Michalak អនុប្រធានជាន់ខ្ពស់ និងជានាយកគ្រប់គ្រងប្រចាំតំបន់នៃក្រុមប្រឹក្សាធុរកិច្ចអាស៊ាន-សហរដ្ឋអាមេរិក (US-ABC) ឯកឧត្តម លោកជំទាវ រដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ាន អគ្គលេខាធិការ អាស៊ាន សមាជិកUS-ABC និងគណៈប្រតិភូអមដំណើរ។ ថ្លែងក្នុងសន្ទរកថាបើក ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ពីបញ្ហាប្រឈមដ៏ធំបំផុត ដែលបង្កើតឡើង ដោយជំងឺរាតត្បាតកូវីដ-១៩ មិនត្រឹមតែសម្រាប់តំបន់អាស៊ាន និងសហរដ្ឋអាមេរិកប៉ុណ្ណោះទេ ប៉ុន្តែ សម្រាប់តំបន់ផ្សេងទៀតជុំវិញពិភពលោកផងដែរ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រីបានកត់សម្គាល់ថា៖ តាមរយៈ វិធានការឆ្លើយតបប្រកបដោយប្រសិទ្ធភាព ពិភពលោកបានដើរលើគន្លងផ្លូវឆ្ពោះទៅរកការងើបឡើងវិញនៃ សេដ្ឋកិច្ចសង្គម ហើយបច្ចុប្បន្ននេះ រដ្ឋមន្ត្រីដឹកជញ្ជូនអាស៊ានកំពុងធ្វើការឆ្ពោះទៅរកការស្តារឡើងវិញ ក្រោយវិបត្តិកូវីដ-១៩ ដើម្បីធានាការតភ្ជាប់ប្រកបដោយនិរន្តរភាព និងភាពធន់។ ជាមួយគ្នានោះផងដែរ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានជម្រាបជូនអង្គប្រជុំអំពីលទ្ធផលសំខាន់ៗនៃកិច្ចប្រជុំរដ្ឋ មន្ត្រីដឹកជញ្ជូនអាស៊ានលើកទី២៧ និងបញ្ហាអាទិភាពសំខាន់ៗរួមមាន៖ ការបញ្ចប់ពិធីសារដើម្បី អនុវត្តកញ្ចប់សន្យាទី១២ស្តីពីសេវាកម្មដឹកជញ្ជូនតាមផ្លូវអាកាសក្រោមកិច្ចព្រមព្រៀងក្របខ័ណ្ឌអាស៊ាន ស្តីពីសេវាកម្ម ការបញ្ចប់ការចរចាកិច្ចព្រមព្រៀងដឹកជញ្ជូនផ្លូវអាកាសគ្រប់ជ្រុងជ្រោយអាស៊ាន-សហភាព អឺរ៉ុប ការដាក់ឱ្យដំណើរការការអនុវត្តពិធីសារទី៧ស្តីពីប្រព័ន្ធដឹកជញ្ជូនឆ្លងកាត់គយអាស៊ាននៃកិច្ចព្រម ព្រៀងក្របខណ្ឌអាស៊ានស្តីពីកិច្ចសម្រួលដឹកជញ្ជូនទំនិញឆ្លងកាត់ និងការអនុម័តសេចក្តីប្រកាសភ្នំពេញ ស្តីពីការដឹកជញ្ជូនក្នុងទីក្រុងប្រកបដោយនិរន្តរភាព ដែលជួយពង្រឹងបន្ថែមដល់ការរួមបញ្ចូលគ្នានៃការដឹក ជញ្ជូនក្នុងទីក្រុងប្រកបដោយនិរន្តរភាព និងការធ្វើផែនការប្រើប្រាស់ដីក្នុងតំបន់អាស៊ាន។ បន្ថែមពីលើនេះ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានលើកឡើងផងដែរអំពីបញ្ហាគ្រោះថ្នាក់ចរាចរណ៍នៅក្នុងតំបន់ អាស៊ានជារៀងរាល់ឆ្នាំ ដែលទាមទារឱ្យមានការចូលរួមពីវិស័យឯកជនក្នុងការរៀបចំកម្មវិធីប្រកបដោយ និរន្តរភាព ដើម្បីកាត់បន្ថយអត្រាគ្រោះថ្នាក់។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានកត់សម្គាល់ថា៖ តាមការប៉ាន់ប្រមាណបង្ហាញថា៖ អាស៊ានត្រូវការថវិកា ប្រមាណ២១០ពាន់លានដុល្លារក្នុងមួយឆ្នាំ រហូតដល់ឆ្នាំ២០៣០សម្រាប់ការវិនិយោគលើហេដ្ឋារចនា សម្ព័ន្ធប្រកបដោយគុណភាព ដើម្បីបង្កើនប្រសិទ្ធភាពនៃការដឹកជញ្ជូនតំបន់ ភស្តុភារកម្ម និងខ្សែសង្វាក់ ផ្គត់ផ្គង់។ ឯកឧត្តមទេសរដ្ឋមន្ត្រីបានបន្ថែមថា៖ កម្ពុជាត្រូវការថវិកាប្រមាណ៤៨ពាន់លានដុល្លារអាមេរិក ដើម្បី អនុវត្តគម្រោងចំនួន៣៣០ ដែលត្រូវបានកំណត់នៅក្នុងផែនការមេប្រព័ន្ធដឹកជញ្ជូនពហុមធ្យោបាយ និងការតភ្ជាប់ ក្នុងរយៈពេល១០ឆ្នាំខាងមុខ។ The 27th ASEAN Transport Ministers Meeting (ATM) with United States-ASEAN Business Council (USABC) chaired by H.E. Senior Minister Sun Chanthol, Chairman of the ASEAN Transport Ministers Meeting via video conference On November 11, 2021, in Phnom Penh, the Kingdom of Cambodia, H.E. Sun Chanthol, Senior Minister, Minister of Public Works and Transport of the Kingdom of Cambodia and in his capacity as Chairman of the ASEAN Transport Ministers Meeting, chaired the 27th ATM-USABC Virtual Consultations with the participation of Excellency Ambassador Michael W. Michalak, Senior Vice President & Regional Managing Director, USABC, Excellencies ASEAN Transport Ministers, Secretary General of ASEAN, USABC members and distinguished delegates. In his opening remarks, H.E. Senior Minister highlighted the greatest challenges created by the COVID-19 pandemic not only for the ASEAN region and the United States, but also other regions around the world. The Senior Minister remarked that through effective responsive measures, the world has been on the path to a socio-economic recovery and that the ASEAN Transport Ministers are now working towards a post Covid-19 recovery to ensure a sustainable and resilient connectivity. He also shared with the participants some of the 27th ATM meeting’s key outcomes and priorities including the conclusion of the Protocol to implement the 12th Package of Commitments on Air Transport Services under the ASEAN Framework Agreement on Services, completion of the negotiations of the ASEAN-EU Comprehensive Air Transport Agreement, launching of the implementation of Protocol 7 on ASEAN Customs Transit System of the ASEAN Framework Agreement on the Facilitation of Goods in Transit, and the adoption of the Phnom Penh Declaration on Sustainable Urban Mobility that further enhances the integration of sustainable metropolitan transport and land use planning in ASEAN. H.E. Senior Minister further commented on the problems of traffic accidents within the ASEAN region every year which requires the participation of the private sector to come up with sustainable programs to reduce the accident rate. He remarked that it is estimated that ASEAN requires approximately US$ 210 billion per year until 2030 to invest in quality infrastructure to improve the efficiencies of the region’s transport, logistics, and supply chain. He added that Cambodia requires approximately US$48 billion to implement 330 projects identified in the Intermodal Transport Connectivity and Logistics System Master Plan in the next 10 years.
