Phnom Penh Municipal Court on Wednesday charged a man accused of running a forged government website and fabricating hundreds of documents issued to drivers.The Interior Ministry’s anti-cybercrime department in a report obtained yesterday identified him as Bun Marady, a 32-year-old graphic designer. The report said Marady allegedly fabricated 49 vehicle business permits, 84 vehicle registration IDs, 125 inspection documents, among others since 2017 to sell to drivers in Phnom Penh and Tboung Khmum province.According to a court document, Investigating Judge Im Vannak charged Marady with “fraudulent introduction, deletion or modification of data and forgery of public documents”, noting Marady was sent to pre-trial detention pending a trial. Major General Siv Chhoann, deputy director of the anti-cybercrime department, yesterday at a press conference said Marady was known for his graphic designs. “Based on his confession, he began forging official documents because his customers demanded,” Maj Gen Chhoann said. “He came up with the idea of creating a bogus website and fake mobile application to mislead the public and call on buyers who wanted steadfast service.” He said police are now looking for Marady’s accomplices. “We had to shut down his website and mobile application,” Maj Gen Chhoann said. “We are now investigating to identify people who were engaged in this scam operation.”“We will also question [Marady’s] customers to see if they were cheated or aware of the wrongdoing to determine legal action,” he added. Heang Sotheayuth, spokesman for the Public Works and Transport Ministry, yesterday said the ministry reported the suspect’s website and conducted an investigation before complaining to the anti-cybercrime department. “The ministry received complaints about this from many people,” Mr Sotheayuth said. “We found out that the suspect faked the ministry’s website.” “He ran the operation with a group of people who were considered as producers, marketers and sellers,” he added. Mr Sotheayuth said anyone cheated by the suspect must appear before ministry officials and present documents for a solution.“It is important to note that if these people came to purchase ministry public service, then they were not cheated,” he said. “They will need to re-do all the documents with the ministry.”
