នៅថ្ងៃទី១៥ ខែវិច្ឆិកា ឆ្នាំ២០១៩ ឯកឧត្តម ស៊ុន ចាន់ថុល ទេសរដ្ឋមន្ត្រី រដ្ឋមន្រ្តីក្រសួង សាធារណការ និងដឹកជញ្ជូន បានអញ្ជើញចូលរួមកិច្ចប្រជុំរដ្ឋមន្រ្តីដឹកជញ្ជូនអាស៊ាន-ជប៉ុន លើកទី១៧ នៅទីក្រុងហាណូយ ប្រទេសវៀតណាម។ ឯកឧត្តម Nguyen Van The រដ្ឋមន្រ្តីដឹកជញ្ជូនវៀតណាម និងឯកឧត្តម Nobuhide Minorikawa អនុរដ្ឋមន្រ្តីក្រសួងដែនដី, ហេដ្ឋារចនាសម្ព័ន្ធ, ដឹកជញ្ជូន និងទេសចរណ៍ជប៉ុន ជាសហប្រធានដឹកនាំកិច្ចប្រជុំ។ រដ្ឋមន្រ្តីអាស៊ានបានស្វាគមន៍ សេចក្តីប្រកាសការគាំទ្ររបស់ជប៉ុន ដល់សកម្មភាពនានា ដោយផ្អែកលើផែនការយុទ្ធសាស្រ្តដឹកជញ្ជូនគូឡាឡាំពួរ ២០១៦-២០២៥ នៅក្នុងវិស័យដឹកជញ្ជូនតាមផ្លូវអាកាស ផ្លូវគោក ផ្លូវសមុទ្រ ការដឹកជញ្ជូនប្រកបដោយចីរភាព និងកិច្ចសម្រួលការដឹកជញ្ជូន តាមរយៈគម្រោង និងសកម្មភាព ដែលស្ថិតក្រោមភាពជាដៃគូដឹកជញ្ជូនអាស៊ាន-ជប៉ុនគ្រប់ជ្រុងជ្រោយ និងប្រកបដោយចីរភាព។ រដ្ឋមន្រ្តីបានពិភាក្សា និងអនុម័តលើគំនិតផ្តួចផ្តើមគោលនយោបាយ/កិច្ចសហប្រតិបត្តិការ ស្ថិតក្រោមភាពជាដៃគូដឹកជញ្ជូនអាស៊ាន-ជប៉ុន ដូចខាងក្រោម៖ ក- សំណើផែនការការងារភាពជាដៃគូដឹកជញ្ជូនអាស៊ាន-ជប៉ុន ២០១៨-២០១៩ ខ- គំនិតផ្តួចផ្តើមថ្មី ក្រោមភាពជាដៃគូដឹកជញ្ជូនអាស៊ាន-ជប៉ុន រួមមាន៖ ១.) ផែនការបណ្តុះបណ្តាលការអនុវត្តប្រព័ន្ធផ្កាយរណបសកល (GNSS) ក្នុងអាស៊ាន, ២.) បច្ចេកវិទ្យាសម្រាប់ត្រួតពិនិត្យយានយន្តលើសទម្ងន់, ៣.) ការសិក្សាស្រាវជ្រាវរួម លើការថែទាំងស្ពាន សម្រាប់របៀងឆ្លងកាត់ ព្រំដែន, ៤.) ការធ្វើឱ្យប្រសើរឡើងការទទួលបានសេវាដឹកជញ្ជូនសាធារណៈសម្រាប់ជនពិការ និងមនុស្សចាស់ គ- លទ្ធផលសំខាន់ៗនៃគម្រោងដែលមានស្រាប់ ក្រោមភាពជាដៃគូដឹកជញ្ជូន អាស៊ាន-ជប៉ុន រួមមាន៖ យុទ្ធសាស្រ្តនាវាបៃតង ក្រោមគម្រោងលើកទឹកចិត្ត ការប្រើប្រាស់នាវាដែលមិនប៉ះពាល់បរិស្ថាននៅក្នុងតំបន់អាស៊ាន។ ឃ-របាយការណ៍បច្ចុប្បន្នភាព នៃកិច្ចព្រមព្រៀងសេវាកម្មផ្លូវអាកាសអាស៊ាន-ជប៉ុន។ --- On 15 November 2019, H. E. Mr. SUN Chanthol, Senior Minister and Minister of Public Works and Transport of Cambodia attended the Seventeenth ASEAN and Japan Transport Ministers Meeting in Hanoi, Viet Nam. The Meeting was co-chaired by H.E. Mr. Nguyen Van The, Minister of Transport of Viet Nam and H.E. Mr. Nobuhide Minorikawa, State Minister of Land, Infrastructure, Transport and Tourism of Japan. The ASEAN Ministers welcomed the announcement of Japan to support the various activities based on the Kuala Lumpur Transport Strategic Plan 2016-2025 in the areas of air transport, land transport, maritime transport, sustainable transport and transport facilitation through projects and activities under the ASEAN-Japan Transport Partnership (AJTP) in a comprehensive and sustained manner. The Ministers considered and adopted the policy/cooperation initiatives under the ASEAN-Japan Transport Partnership (AJTP), including: a. Proposed AJTP Work Plan for 2019-2020; and b. New initiatives under the AJTP, namely: (i) Global Navigation Satellite System (GNSS) Implementation Plan Training in ASEAN (GIPTA), (ii) Proof of Concept (PoC) on ICT Solutions for Over-loaded Vehicle Control, (iii) Joint Research on Bridge Maintenance for ASEAN Cross-Border Corridors, (iv) Extension of VTS Operators Training, (v) Improving Accessibility to Public Transport for People with Disabilities and the Elderly; c. A deliverable of existing projects under the AJTP, namely: ASEAN Green Ship Strategy under the Project for Encouraging the Use of Environmentally Friendly Ships in the ASEAN region; d. Status report of ASEAN-Japan Regional Air Services Agreement.
