ដំណើរទស្សនកិច្ច និងសុន្ទរកថារបស់ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល នៅឯអនុវេទិកាស្តីពីការតភ្ជាប់ហេដ្ឋារចនាសម្ព័ន្ធ ដែលបានប្រព្រឹត្តទៅនៅទីក្រុងប៉េកាំង ប្រទេសចិន --- ថ្ងៃ៦រោច ខែចេត្រ ឆ្នាំច សំរឹទ្ធិស័ក ព.ស.២៥៦២ ត្រូវនឹងថ្ងៃទី២៥ ខែមេសា ឆ្នាំ២០១៩ នៅទីក្រុងប៉េកាំង ប្រទេសចិន ឯកឧត្តម ស៊ុន ចាន់ថុល ទេសរដ្ឋមន្រ្តី រដ្ឋមន្រ្តី ក្រសួងសាធារណការ និងដឹកជញ្ជូន បានថ្លែងសុន្ទរកថានៅឯអនុវេទិកាស្តីពីការតភ្ជាប់ហេដ្ឋារចនាសម្ព័ន្ធ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល បានថ្លែងកត់សម្គាល់សុភាសិតចិន និងសុភាសិតខ្មែរ ដោយដកស្រង់សុភាសិតចិនថា៖ "ប្រសិនបើអ្នកចង់ក្លាយជាអ្នកមាន ចូរកសាងផ្លូវជាមុនសិន" និងសុភាសិតខ្មែរថា៖ "ទីណាមានផ្លូវ ទីនោះមានក្តីសង្ឃឹម"។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានសង្កត់ធ្ងន់ថា៖ ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធកម្ពុជាដែលគាំទ្រដោយប្រទេសចិន គឺជាលើកកម្ពស់ទាំងការតភ្ជាប់រូបវន្ត និងការតភ្ជាប់រវាងប្រជាជននិងប្រជាជន។ ការអភិវឌ្ឍនេះធ្វើឱ្យ ប្រសើរឡើងគួរឱ្យកត់សម្គាល់ដល់កម្ពុជា និងបណ្តាប្រទេសដែលចូលរួមផ្សេងទៀត។ ឯកឧត្តមទេស រដ្ឋមន្ត្រី បានកត់សម្គាល់ថា៖ កម្ពុជាមានមោទនភាពដែលបានក្លាយជាសមាជិកស្ថាបនិកធនាគារ AIIB ជាអ្នកគាំទ្រ និងជាអ្នកទទួលផលពីគំនិតផ្តួចផ្តើមនេះ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រីបានកត់សម្គាល់បន្ថែមទៀតថា៖ គំនិតផ្តួចផ្តើមខ្សែក្រវ៉ាត់និងផ្លូវគឺជាដំណើរវិជ្ជមានថ្មីមួយនៃទំនាក់ទំនងរវាងប្រទេសនិងប្រទេសដោយផ្អែកលើការសន្ទនាគ្នាជាសជាងការប្រឈមមុខដាក់គ្នា។ កម្ពុជាគាំទ្រដល់ប្រព័ន្ធពាណិជ្ជកម្មក្នុងតំបន់និងពហុភាគី និងទទួលយកសកលភាវូបនីយកម្មសេដ្ឋ កិច្ចដែលមានតម្លាភាព មិនរើសអើង រួមបញ្ចូលគ្នា និងមានតុល្យភាព។ កម្ពុជាបានទទួលលទ្ធផលជាក់ស្តែងពីការវិនិយោគហេដ្ឋារចនាសម្ព័ន្ធនៅក្នុងទម្រង់នៃប្រាក់កម្ចីសម្បទានពីប្រទេសចិន ជប៉ុន កូរ៉េ ធនាគារពិភពលោក ធនាគារអភិវឌ្ឍន៍អាស៊ី វិស័យឯកជន និងដៃគូអភិវឌ្ឍន៍ ដទៃទៀត។ រហូតមកដល់បច្ចុប្បន្ននេះ ជាមួយនឹងប្រាក់កម្ចីសម្បទាន និងជំនួយឥតសំណងពីប្រទេសចិន កម្ពុជា បានសាងសង់ផ្លូវមានប្រវែងជាង៣០០០គីឡូម៉ែត្រ ស្ពានធំៗចំនួន៨ និងកំពង់ផែទន្លេមេគង្គមួយ។ កម្ពុជាបានប្រារព្ធពិធីបើកការដ្ឋានសាងសង់ផ្លូវល្បឿនលឿនពីភ្នំពេញទៅក្រុងព្រះសីហនុក្រោមប្រភេទវិនិយោគBOT(កសាង ប្រតិបត្តិ ផ្ទេរ) ក្នុងរង្វង់ទឹកប្រាក់ប្រមាណពីរពាន់លានដុល្លារសហរដ្ឋអាមេរិក នៅក្នុងការវិនិយោគមួយក្នុងចំណោមការវិនិយោគហេដ្ឋារចនាសម្ព័ន្ធដ៏ធំបំផុតទាំងឡាយនាពេលថ្មីៗនេះ ដែលជាផ្នែកមួយនៃគំនិតផ្តួចផ្តើមខ្សែក្រវ៉ាត់ និងផ្លូវ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល បានថ្លែងការកោតសរសើរដល់ប្រជាជនចិន ដោយលើកឡើងថា៖ ប្រទេសចិនមិននិយាយសំដីឥតប្រយោជន៍ ប៉ុន្តែមានស្មារតីសហការល្អជាមួយបណ្តាប្រទេសនានាដើម្បីគាំទ្រការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធជាក់ស្តែងដែលនាំមកនូវភាពរុងរឿងដោយផ្អែកលើគោលការណ៍សកល។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានបញ្ចប់សុន្ទរកថា តាមរយៈការថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះរដ្ឋាភិបាលនិងប្រជាជនចិន ដែលបានផ្តល់ការគាំទ្រនិងជំនួយសប្បុរសធម៌ចំពោះកំណើន និងការ អភិវឌ្ឍសេដ្ឋកិច្ចសង្គមកម្ពុជា។ Visit and remarks by Senior Minister Sun Chanthol at the Sub-Forum on Infrastructure Connectivity, Beijing, China --- On April 25, 2019, in Beijing, China, H.E. Sun Chanthol, Senior Minister, Minister of Public Works and Transport, delivered remarks at the Sub-Forum on Infrastructure Connectivity. Minister Sun noted both a Chinese and Cambodian proverb, quoting the Chinese proverb “If you want to get rich, build a road first”, and the Cambodian proverb “Where there is a road, there is a hope”. The Minister emphasized that Cambodia’s infrastructure development, supported by the Chinese nation, enhances both physical and people-to-people connectivity. It markedly improves Cambodia’s, and other participating countries, standard of living. He noted that Cambodia was proud to be one of the founding members of AIIB and a grateful supporter and beneficiary of such initiatives. He further remarked that the Belt and Road Initiative is a positive and new path of country-to-country relations based on dialogue rather than confrontation. Cambodia furthermore supports the regional and multilateral trading system and embraces economic globalization that is transparent, non-discriminatory, inclusive, and balanced. Cambodia has received tangible outcomes from infrastructure investment in the form of concessional loans from China, Japan, Korea, the World Bank, the Asian Development Bank, private sector and other development partners. To date, with concessional loans and grants from China, Cambodia has constructed over 3000 km of roads, 8 major bridges and a Mekong River Port. In one of the most recent significant infrastructure investments, Cambodia recently celebrated the groundbreaking of a $2-billion Build Operate Transfer (BOT) Expressway from Phnom Penh to Sihanoukville as part of the Belt and Road Initiative. Minister Sun complimented the people of China, commenting that China does not give empty talk, but cooperates with other nations with practical infrastructure development support, bringing prosperity on a global basis. The Minister concluded his remarks by expressing his sincere thanks to the Government and People of China for the generous support and assistance towards Cambodia’s socio-economic development and growth.
